Development of Tender Specifications for Fisheries Vessels

Victorian Fisheries Authority

The Victorian Fisheries Authority (VFA) Education and Enforcement branch is currently proposing to replace up to nine of its existing inland and estuarine primary patrol vessels.

Maritime Survey Australia (MSA) assisted the VFA in developing tender specifications and instructions for the design, construction and supply of four (4) 4.8-5.4 metre-, and five (5) 4.4-5 metre vessels, including off-road trailers which will be used for fisheries enforcement and education programs.

MSA Surveyor, James Nolan worked closely with the VFA to ensure all requirements necessary to the design, build and operation of these specialist workboats were considered and presented in the tender documentation.  This includes allowing for easy access of equipment from the water over the gunwale, and the ability to operate in all weather and the rough conditions commonly found in Victorian open inland waters.

On advice from MSA, categories listed in the tender specifications address a number of key areas including; general requirements regarding the vessels’ design, operations and performance; arrangement, accommodation and safety considerations; construction and watertight integrity; and equipment, machinery and electrical systems.

On further advise from MSA, the tender instructions also include important regulatory and compliance requirements including ensuring the vessel is certified to AMSA Class 2D – Exemption 02, domestic commercial vessel operations for 2 crew and 4 special personnel; and that the hull structure of the vessels are to be designed and constructed in compliance with the NSCV Part C3 or AMSA generic equivalent solution 2010/02.
